Proclamation Ministries
At Proclamation Ministries we believe that healthy leadership means a healthy Church.
As an interim pastor and church consultant Dr. Stuart has traveled the country and has witnessed churches doing mighty things for the Lord. Yet, there are many more languishing in a culture that wants to declare Christianity irrelevant. For the most part, the church that Christ so dearly loves has a chronic ailment that is eating her from inside out—poor leadership. There are many wonderful leaders in the Church, but the evidence of church stagnation and church conflict indicate a plethora of poor leaders. Proclamation Ministries desires to encourage good leadership by training elders with tools for shepherding and weapons for warfare.
Dr. Stuart writes his own blog called "Nothing but the Truth" to exhort believers to contend for the faith that has been handed down to us by Christ and his disciples. The blog is informative, inspirational, and instructive. He has also written A Manual for Leadership that trains leaders for service in the Presbyterian Church.
An extension of promoting truth is the promotion of peace among believers. Conflict in the church is rampant with people living for the Christ of their imagination rather than submitting to the Christ of Scripture. The result is the pursuit of one's preferences, which leads to disagreements over music, vision, and rule in the church. Dr. Stuart applies peacemaker principles so that Christians will apply Romans 12:18 and seek peace with all people as far as it is possible within their own power.

Family
A former lawyer and skeptic, Dr. Stuart came to Christ through the witness of his wife, Deena. Married for forty-nine years, Bob and Deena have three children and nine grandchildren. He truly believes that he, like any believer, is a “child of the living God” and a trophy of God’s amazing grace, having been firmly rooted and now being built up in Christ” (Col 2:7).
Bob grew up near Plymouth, Massachusetts, and attended Villanova University. Upon graduation he was commissioned as a lieutenant in the United States Marine Corps, seeing combat in Vietnam. After the Marine Corps, he attended The Marshall-Wythe School of Law at the College of William & Mary and practiced law for a number of years. After coming to know Jesus as Lord and Savior, he went to Princeton Theological Seminary, graduating with the Master of Divinity degree. He also holds the Doctor of Ministry degree from Reformed Theological Seminary and has served as an adjunct professor at Knox Seminary, Reformed Theological Seminary, and New Geneva Seminary.
Dr. Stuart loves baseball, having played in college. He has also coached high school baseball and basketball. He enjoys golf, puzzles, and telling stories to his grandchildren.

Transitional Pastoring
Leadership is crucial to the church, especially during the time of transition after the lost of a pastor due to death, retirement, conflict, or moral failure. A transitional pastor stands in the gap, providing leadership to staff and lay leaders, stabilizing the pulpit, and mediating conflict. He helps church leadership evaluate their vision and write out a philosophy of ministry to aid pastoral search committees in finding a candidate that fits the philosophy and personality of the church.
Dr. Stuart has been in ministry for over 34 years. For the past 13 years he has served as a consultant and transitional pastor to churches in conflict and churches looking for leadership during the time of a vacant pulpit. He has helped a number of churches revitalize their ministry and find the pastor that best suits them. His book Church Revitalization from the Inside Out is a book that encourages leaders to be shepherds of Christ and gives practical advice in becoming the community that God intends them to be.
Dr. Stuart is available to consult with church leadership and search committees. His heart is for the local church growing in Christ and reaching the local community with the only hope of change -- the gospel of Christ.
